Cluj-Napoca – The first Romanian city to exceed €3,000/sqm in housing

In February, the median cost of apartments available for purchase – both newly built and previously owned – experienced a 12% rise compared to the same period in 2024, based on the most recent figures from Storia, a property platform established by OLX. The level of engagement between prospective buyers and sellers surged by 24% year-over-year but dropped by 13% from January.

Our statistics confirm the ongoing upward movement in housing costs, with February showing price growth across all major urban centres nationwide. Notably, Cluj-Napoca became Romania’s first city where the average price per square meter for both new and existing apartments exceeded €3,000, solidifying its position as the country’s priciest residential market,” stated Monica Dudău, Head of Marketing Real Estate Europe at OLX Group. In the capital, Bucharest, the average cost per square meter for residential units reached €1,925 in February 2025, reflecting a 10% increase from the same month the previous year. Apartments on the resale market recorded a 22% price hike, reaching €2,120 per square meter, whereas new-build units only rose by 1%, reaching €1,760 per square meter.

For studio apartments measuring 40 sqm, the average asking price stood at €77,000. A two-room unit (55 sqm) was listed for approximately €105,875, while a three-room apartment (75 sqm) had an average price tag of €144,375. Compared to February 2024, buyers in Bucharest spent around €7,200 more for a studio, €9,900 extra for a two-room apartment, and €13,500 more for a three-room unit.

Average Apartment Prices in Romania’s Largest Cities – February 2025

CLUJ-NAPOCA: The average cost of an apartment in Cluj-Napoca reached €3,036 per square meter, reflecting a 16% increase from February 2024. Newly constructed apartments had an average price of €3,047 per square meter, while older apartments were slightly lower at €3,024 per square meter.

A 40 sqm studio was valued at €121,440, whereas a two-room apartment (55 sqm) reached €166,980. Meanwhile, a three-room unit (75 sqm) was priced at €227,700. Compared to the previous year, these figures represent increases of €16,680, €22,935, and €31,275, respectively.

IAȘI: February 2025 saw a 16% annual increase in apartment prices, bringing the average rate to €1,782 per square meter. Newly built homes averaged €1,712 per square meter, while older properties were priced at €1,862 per square meter.

A studio apartment (40 sqm) cost around €71,280, a two-room unit (55 sqm) was priced at €98,010, and a three-room home (75 sqm) reached €133,650. Compared to February 2024, these properties saw respective price jumps of €10,000, €13,750, and €18,750.

TIMIȘOARA: The overall apartment price per square meter stood at €1,773, with newly built units averaging €1,766 per square meter and resale properties at €1,758 per square meter.

A studio apartment (40 sqm) had an average cost of €70,920, while two-room apartments (55 sqm) were listed at €97,515. A three-room home (75 sqm) was valued at €132,975. Compared to February 2024, these prices increased by €10,640, €14,630, and €19,950, respectively.

BRAȘOV: Apartment costs in Brașov climbed by 14% in February 2025, reaching an average of €2,161 per square meter. The price of new apartments stood at €2,220 per square meter, while older ones were priced at €2,140 per square meter.

A studio (40 sqm) cost €86,440, a two-room apartment (55 sqm) was valued at €118,855, and a three-room unit (75 sqm) reached €162,075. Prices rose by €10,760, €14,795, and €20,175 compared to February 2024.

SIBIU: With a 23% annual increase, Sibiu recorded the highest percentage growth in property values, reaching an average of €1,829 per square meter. Newly built units were priced at €1,801 per square meter, while existing properties averaged €1,847 per square meter.

A studio apartment (40 sqm) was valued at €73,160, a two-room apartment (55 sqm) at €100,595, and a three-room unit (75 sqm) at €137,175. Year-over-year, these represent price increases of €13,640, €18,755, and €25,575, respectively.

CONSTANȚA: February 2025 data indicates that apartment prices in Constanța reached an average of €1,961 per square meter, reflecting a 17% rise compared to February 2024. Newly built properties were priced at €1,988 per square meter, while resale units averaged €1,941 per square meter.

A studio (40 sqm) was listed for €78,440, a two-room apartment (55 sqm) cost €107,855, and a three-room unit (75 sqm) was valued at €147,075. These prices increased by €11,200, €15,400, and €21,000, respectively, compared to the previous year.

ORADEA: Oradea experienced a 14% rise in housing costs, bringing the average price per square meter to €1,728. Newly built apartments averaged €1,843 per square meter, while older properties stood at €1,695 per square meter.

A studio (40 sqm) was priced at €69,120, a two-room apartment (55 sqm) at €95,040, and a three-room unit (75 sqm) at €129,600. Compared to February 2024, these figures increased by €8,320, €11,440, and €15,600, respectively.

CRAIOVA: The housing market in Craiova saw a 16% annual increase, reaching €1,790 per square meter. Newly built units had an average price of €1,864 per square meter, while existing properties were priced at €1,776 per square meter.
