The Council of Ministers of Bosnia and Herzegovina, at the proposal of the Ministry of Security, adopted a Decision on the appointment of a Working Group to draft a law on the protection and resilience of critical entities within BiH institutions. The goal is to fulfill the recommendations of the European Commission, and the working group, composed of representatives from several state institutions, is tasked with drafting the law within six months, in accordance with the CER Directive (EU 2022/2557).
A Decision was also adopted to amend the earlier decision on the conditions for obtaining permission to transfer funds from BiH for the establishment of representative offices and business units abroad. The amendments address issues for business entities that previously acted outside the procedure prescribed back in 1998, and also relate to the execution of works in Germany under the 1995 agreement.
The Council of Ministers of Bosnia and Herzegovina also appointed a new composition of the Advisory Council for Accreditation, after the previous term expired back in 2020. Twelve members were appointed to the council, with Šejla Ališić from the Institute for Metrology of BiH serving as chairwoman. This institution is important for fulfilling legal obligations and aligning with EU standards.
A new composition of the Joint Commission for Scientific and Technical Cooperation between BiH and Serbia was also appointed, with a five-year mandate. The members come from state and entity-level ministries.
The Strategy for the Reception and Integration of BiH Citizens Returning under Readmission Agreements was adopted, along with an action plan for the period 2024–2026. The document is part of the obligations under the Visa Liberalization Roadmap and the Stabilization and Association Agreement. The strategy focuses on sustainable return and integration with full respect for the rights of returnees.
The Fourth Periodic Report on the Rights of All Migrant Workers and Members of Their Families was also adopted, fulfilling BiH’s obligations under the UN Convention, which it is the only country in Europe to have ratified. The report notes the continued implementation of the convention, as well as challenges in adopting all standards.
Finally, the Council of Ministers adopted the Information on the tariffs imposed by the United States on Bosnia and Herzegovina. The Ministry of Foreign Trade and Economic Relations was tasked with drafting a Letter of Intent for bilateral cooperation with the US in key sectors within 15 days and initiating bilateral consultations on trade relations and customs tariffs. It is noted that the data on goods exchange are inconsistent and need further clarification for the US side.
